Depending on what else they have going on, porting an old game is usually not financially feasible as it would not sell the same as if it were a new game and the time, effort and payroll to do so doesn't equate to a profit. It's the engine itself that handles all of the communications with the computer so it's not something that would require total recoding, but what it would take is recoding all the little things that make Fox Engine from 2004 to Fox Engine in 2017 different. but this is Fox Engine, not UE4, but truth be told, it's no different.
